Mr. Elihu Root has transmitted to Mr. Edward Hok the win- zing article in the Peace Plan competition. The author's identity is at present withheld but the article will be "published on 7th January and thereafter throughout the nation.

A referendum will decide whether the plan is practical The author will receive half the prize immediately and the remainder if the plan is approved.
