What is the usual course when the Government of a community finds itself in such a situation?, Should it cot, turn to its local citizens and ask if some organisation does not exist which can lay the foundation of a practical scheme which will sclve the difficulty? Government control yes, let us always hare it for Hongkong's wireless, but private operation by local people who understand our requirements~ that is the solution..
