IS GERMANY ARMING?

Ländon, Nov. 29. Well-informed quarters discredit the statement sitributed by Le Matin to General Bingham, head of the central section of the Allied Military Control in Germany, that disarmament in Germany was completed months ago.

Conference of It is pointed out that the latest note of the Ambassadors to Germany plainly intimated that a number of the military clauses in the Treaty of Versailles had not been carried ont to the satisfaction of the Allies. Since the dispatch of this note, owing to the occupation of the Ruhr, no Allied control had been exercised and, meanwhile, large numbers of men exceeding the Treaty establishment had been rapidly training militarily.

Experts are of opinion that, owing to the French occupation of the Rahr, Germany is at present unable to provide herself with

NIPPON YUSEN KAISHA'S DISPUTE.

Tokyo, Nov. 29.

To-day the directors and shareholders of the Nippon Yusen Kaisha are holding a general meeting when the situation created by the attitude of the employees at the Company's offices at home and abroad will be fully aired.

Changes in the Company's regulations, which it is alleged handicap the land employees to the advantage of the marine em- ployees, have tended to accentuate relations between these two sections of employees, which always have been antagonistic and have resulted in a reported threat by the land employees to resign en bloc unless their grievances are remedied.

Despite the belief by the Company's officials that the question will be easily settled, developments are being watched with great interest not only by the employees but by ndabers of local shippers, who will be largely affected should the trouble take a more serious ture.

RAILWAY PROTECTION IN CHINA.

The detaded plans of the organization of the Railway Protection Bureau passed the Cabinet on Tuesday and were approved by Chih Ling by mandate in the Government Gazette to-day.

The Bureau will be under the Cabinet's direct control. The Minister of Communications has invited the provinces con- cerned to send delegates to a meeting at the Cabinet office or Saturday, after which the plan will be pror algated.

General Wang Chun-chen has been appointed commandant the Chibli Bridge which w guard the Tsinpa Line.

The Matin's Madrid correspondent learns from a good source that during the visit of the Spanish Sovereign to Rome the question of the formation of a Latin bloc was discussed. which might result in Spain, Italy and several South American republics withdrawing from the League of Nations.

CANADIAN TRADE.

Ottawa, Nov. 20.

The trade of Canada for the twelve months ended October amounted to $1,920.000.000, an increase of $357,000,000 as compared with last year. Imports increased by $172,000,000 and exports by $179,000,000. The balance of trade in favour of Canada was $32,000,000. Trade with the United Kingdom increased by $64,000,000, imports being $23,000,000 Trade with the British Empire increased by $91,000,000 of which imports were $31,000,000, and trade with tre United States by $211,000,000 of which the imports were $127,000,000.

THE GERMAN CABINET CRISIS.

After a series of failures in Cabinet making. Herr Stegerwald of the Centre Party has given up the attempt to establish & Coalition Government on the broadest Bourgeois basis, owing to the opposition of the Democrats. Herr Ebert will probably dissolve "the Reichstag very shortly if a settlement of the political crisis is not reached.

Victoria, E.C., Nov. 29. The British Columbia Legislature bas passed a resolution opposing the enfranchisement of Indians in the province. The sulation is to be forwarded to Ottawa for consideration.
