London, Nov 2

Mr. Lord George speaking at Newcastle said the Liberals in- tended to build on the foundations of social reforms they had pre- viously laid, for example the development of nations! insurance, pro- vision for widows and orphans, housing, and the increase of unemploy ment allowance. Lord Birkenhead at Abaravon, Wales, predicted that the Labour Party would fail in the present election and that there after nothing would be heard of the Labour platform of capital levy. Mr. J. H. Thomas at Derby, said he believed the election result would be a stalemate and declared that protection was already killed. Mr. Churchill at Leicester declared that Premier Baldwin had carefully shrouded his proposals in mystery so that Lord Derby could run about Lancashire saying that protection was only a temporary need, while the Premier could say elsewhere that we should want it in the remote future. Mr. Baldwin at Bristol asserted that if unfair English monopolies ware caused by protection these could be dealt with later and that we steps would be taken without consulting the industries concerned as to whether raw materials should enter fe or whether manufacturers were entitled to a drawback.

Herr Heinrich Albert has abandoned his effort to constitute a Cabinet, owing to all parties in the Reichstag opposing a non-party ministry, in the meanwhile, at the instigation of the German Na- tionals the Bourgeois parties are negotiating in regard to the pos- sibility of forming a Bourgeois Cabinet composed of representatives f German Nationals, Centrists and German Peoples' Party which would have to reckon with the opposition of the Socialists and Com- munists, and at most the neutrality of the Democrats while the Centrists make collaboration conditional on the government gov- ering constitutionally and the Treaty of Versailles being regarded. as binding. Herr Jarres who was Minister of the Interior of Herr Stresemann's Cabinet is a candidate for the chancellorship in such a Cabinet

U. S. LIQUOR PROBLEM.

Washington, Nov. 27. At the American-Canadian liquer smuggling conference now la session at Ottawa, the United States will propose that Canada Ahall prohibit the departure of ships with cargoes of liquor for the United States and that searching and the seizure of vessels Ingaged in smuggling of the great lakes shall be authorised, and 8 treaty or arrangement made for the extradition of persoba accused of violating the liquor laws. The American proposals also include a request to the Canadian authorities to refuse clearance to ships under 250 tons with liquor cargoes, regardless of their professed destination and measures to prevent land smuggling, including official reports of all shipments of liquor by motor cars and aero- planes
