BRITISH PARLIAMENTARY ELECTIONS.

Some forty Conservatives, ten Liberals and im Labourites have a prospect of being returned unopposed unless candidates come for ward at the last moment. All the principal party leaders age opposed and the only Cabinet Minister at present unopposed is Mr. E. F. L. Wood President of the Board of Education. The adoption of Lieut.- Colonel McInnes Shaw as Unionist candidats gives Mr. Asquith a four-sided contest at Paisley. Thirty-six members of the Commons are not seeking re-election.
A crowded meeting at Palsley received visible confirmation of the Liberal reunion when Mr. Asquith and Mr. Lloyd George spoke on the same platform. Both are cordially received.
Mr. Ramsay Macdonald at Manchester declared that the Liberals ware more interested in the Hilling of the Labour Party than in any-
thing else
Mr. Baldwin has been adopted as Conservative candidate for Bewdley, Worcestershire. In a speech he said that besides curing unemployment it was essential to have machinery ready against the day when Germany will again be producing and become a more formid. able competitor of Britain than ever. He, Mr. Baldwin, as a plain an of the common people, knew the common plaint of blunt, honest people, and he was going to win a very great vistory.
Mr. Lloyd George at Glasgow declared that the Liberal Party's Brst remedy for unemployment was peace in Europe. He contended bat the United States, the British Empire and Italy in agreement could impose just conditions upon anybody. The Empire's resources should be developed by improving Empire transport and communics- Hons as advocated by Mr. Campbell Bannerman in 1907.
THE RUINED RUHR.
Duesseldorff, Nov. 25. The directors of the Krupp factories, who are sentenced in con- tumaciam, have returned to the occupied territory and resumed work.
The recalcitrant Ruhr industrialists, headed by Herr Stinnes, have at last come to an agreement with the Franco-Belgian authori tles under which, according to a Duesseldorff message, they pay two hundred and seventy-nine million francs arrears of coal tax and hencícorward will deliver to the Allies eighteen per cent. of their set output of coal and also pay tan francs a ton on coal sold, while the stocks will remain the property of the Allies.
The German representative, Herr Fischer, addressing the Re- parations Commission, maintained that only the restoration of Germany's economic unity could enable her to put her finances in ai healthy condition and restore her capacity for payment. He final banded the Commission a memorandum on the Belgian reparation sceme as a possible basis of negotiations.
A Cologne telegram says the situation in the Ruhr is worsen- Ing. Only four mixes of fifty-seven are working.
Berlin reports that Pres. Ebert has accepted the Cabinet's re- signation and has requested Herr Stresemann to carry or in the Interion.
BOMB OUTRAGE
Phladelphia, Nov. 24.
The Spanish Consul, returning from the theatre, found a box on the doorstep of the Consulate. He trok it into the ball and went up. stairs: then he returned and replaced it on raten He ha bardy entered bed wherfa b inside the box exploded and demolish- ing the entire front of the Consulate. There were no casualties, but a number of persons were thrown out of their beds.,
Subsequently a second bomb exploded at the Sons of Italy Bank, where the Consulate is tested, wrecking the Consulate.
The Director of Public Safety, who ascribes the outrages to members of the Radical organisations lately active bere, has ordered all Consulates and also the houses of Mayors, Judges and public officials to be guarded.
KENYA IMMIGRATION QUESTION.
London, Nov. 25.
The latest development in the Indian question regarding Kenya is the publication of a bill at Nairobi aiming to restrict immigration without making racial distinctions. Angote wishing to bring in an employee must first show he is unable to obtain a suitable employee in the colony. Other immigrants must show satisfactorily that they are desirable immigrants. If an immigrant desires to pursue a busi- Dess or a trade."the Immigration officer must first satisfy himself that an opening for such a trade exists and that it is in the interests of the natives,
AMERICA AND ARMENIA.
New York, Nov. 24.
Mr. Gerard, ex-Ambassador to Germany, presided at a luncheon under the auspices of the American Committee for the Independence of Armenia. It was decided to read a memorandum to the Senate opposing the ratification of the Lausanne Treaty on the ground that it surrenders American rights and interests in Torker and rallifes Mr. Harding's pledge to Armenia.
The memorandum declares that the proposed convention readers impossible the coatinazace of American educational and philanthropic enterprises in Turkey, while the economic concessions it purports to secure for the for Americans are now admitted to be of doubtfal value and indeed have already been transferred to alien hands.
