Tokyo, No. 29- The Govern ment propssal for the settlement of the long-pending insurance issue purports to be a two per cent. loan to the insurance companies. amounting to an equivalent of ten per ceat of the claims against the companies, which the companies will pay. The companies are to create an organization, to which all will subscribe, to guarantee the redemption of the loan. The final details are expected to be settled at a later eshference, which will be attended by representatives of all de companies this afternoon.
