ITALIAN FOREIGN POLICY.
Boms, Nov. 17.
Along statement was made by Premier Mussolini in the Senate reviewing the Government's foreign policy. He showed that Italian views largely accorded with Britain 'as rêgardas Allied relations with Germany. He declared that the "Tequess for the banishment of the ex-Crown Prince would be a mistake and merely complicate the situa tion. Italy did not agree with further occupation of German territory. He pointed out the necessity of recognising that the German peoples should exist, and the thought of destroying them cannot be entertained. The Seaste subsequently approved the Government's foreign

policy.
Firstly, a reduction of the German debt followed by a
proportional reduction of the Inter-Allied Debts; Secondly, a moratorium for Germany except for repara-
tions in kind;
Thirdly, assumption of pledges and guarantees; Fourthly, evacuation of the Ruhr once the last-named has
been given;
Fifthly, no intervention in Germany's internal affairs but moral and material support for the Reich Government which re-establishes order and introduces financial reform;
Sirthly, no territorial changes.
He considered these proposals would furnish a via medio between the opposing interests,
Referring to the Janina maasaeres, he accused the League of Nations of taking up an anti-Italian attitude. Italy could not place her prestige or moral interests at the mercy of remote minor States. He described the Leakue as a Franc-British "duet." Italy did not want to withdraw from the League but would not remain in her pre- seat inferior position.
