The Times City Editor, dealing with the settlement of Japanecas earthquake claims, says that British companies can only be in- terested observers of developments like the reported willingness of certain Japanese companies to par tan per cent. of valties which that it is well ware insured against are. The paper declares understood that es gratia payments in connection with fra insurance can only be justified when no large principle is involved. Liber Interpretation of their liabilities by underwriters conduces to the credit of insurance, but any sort of payicent respecting risks definitely excluded would imperil the sound methods on which tre insurance is conducted.

NORWEGIAN COMMUNISTS.

The congress of the Norwegian Labour Party, by 169 votes to 103, rejected a list of demands from the Moscow International, thereby accepting expulsion from Moscow. The minority there- upon left the meeting and the majority continued the congress. They passed a resolution that they intend to follow the principles from the Kater- of Communism notwithstanding their expulsion national.

Newspapers are disquieted at Belgium's change of attitude in regards the Rhineland Separatists. The. Metis says the French Ambassador at Brussels has asked for an explanation of the action of the anti-Separatists at Aix-la-Chapelle. The pondent at Antwerp says that the Belgian Government disapproves of M. Paincare's proposal to restrict the experts' enquiry to Germany's present capacity to pay.

THE EMIGRANT RUSH.

New York, Nov. 5. Four thousand emigranta faced deportation because the quotas of their respective countries were exhausted. They will be per- mitted to land on parole by order of Secretary of Labour Davis in the grounds of humanity. They include 1.367 persons, mostly British aboard the Leviathan, others aboard the Majestic, Belgen- land. Berengaria, Baltic and Cleveland.
