A Rhenish Republic was proclaimed at four on Sunday morning at Aix la Chapelle. Ali public buildings were occupied by the Separatists and the Rhenish flag hoisted on the Town Hall. The German police offered no resistance. The Republicans. have issued a proclaimation forbidding resistance.

The opinion of Deminism representatives is that to-day's meeting will produce one of the most important discussions of any conference. The Conferees have got down to bedrock in dealing with vital ques- tions which do not lend themselves to publication. Hitherto, much grund has been cleared, but the time for decisions has not yet teen reached.

Washington, Úm. 21. Addressing the conference of State Governors on the subject of enforcement of prohibition, President" Coolidge expressed his deter- mination not to allow tampering with prohibition which had been voted by the nation and Congress. He declared that the great law- abiding ement of the nation was entitled to support and pre- tection, which he intended to give to the limit provided by the coa- stitution. He appealed to the Governors to dssume their full share of the enforcement of prohibition,

FRENCH POLITICS.

Paris, Oct. 20. The Rushoalserialist party which, notwithstanding its lack of mogeneity, on nstitutes the main opposition to the Government, has conviaded its annual congress with a programme aiming at uniting allations. The programme steers a course between the Communists and the supporters of the Government. It supports the League of Nations, maintenance of friendship with the Allies, rapprochement with Russia, the helping of German democracy provided the latter helps the Allies to obtain reparations and it expresses lukewarmth to- wards the Kutr recupation, but deprecates any act which German capitalism may construe as anti-French. Nevertheless it threatens to intervene if the Wovernment rejects reasonable German proposals.

AUSTRALIAN DEFENCES.

Sydney, Oct. 20.

Mr. Bowden. Minister of Defence, in a speech, declared that the coast defences of Australia were deplorable and the loss of efficiency in the Australian Fleet staggering. The Ministry is determined to improve the coastal defences.

RUSSIA NEEDS CAPITAL.

Paris, Oct. 20.

M. Radovsky, head of the Soviet Delegation to Britain, interviewed by the London correspondent of the Echo de Paris, said that Russia needs capital and wants French assistance. M. Scheinmann, a direc- tor of the Soviet State Bank, has gone to Paris in connection with several financial transactions.
