REICHSTAG PASSES EMERGENCY LAW

Berlin, Oct. 13.

The Reichstag by 316 votes to 24 has passed the Emergency Law. There were seven abstentions.

The Reichsfag's vote saved Chancellor Stresemann the necessity of dissolving Parliament in accordance with his threat, which ha repeated yesterday.

The House was packed, and thousands were outside during the opening sitting.

The debate began with the usual denucciations by the Com- munists, while the spokesman of the Bavarian Peoples Party an nounced that the Party would not withdraw if the measure passed. This settled the fute of the bill which a demonstrative withdrawal by the German Nationalists was unable to alter.
