Berlin, October 14: The Minister for Communications, Herr Deger, has issued a manifesto to the railwaymen in the occupied territory who are at present not working, to report to the Franco- Belgian regie for duty. General Mueller, commander of the Reichwehr in Saxony, has prohibited the formation of "proletarian centuries" and similar organisations on the ground of their being used for the purpose of terrorising other sections of the population. The penalty is a fine of fifteen thousand gold marks. This order is a severe biow to the Saxon socialist and Communist Government, which approved of the formation of such bulie-jwith a view to, using them in case of necessity.
