CONDITIONS IN FIUME.
Romae, Sept. 16.
The Government of Flume has resigned. The Vice-President of the Constituent Assembly of Fiume has sent a letter to the Italian, Government, complaining of the evil effects of the long delay in settlement between Italy and Jugo-Slavis, stating that the people are becoming exasperated and unemploy ment is rife; therefore, continuance in office would be useless.
The Government's "resignation will mean that there will be no authority in Fiume, and by the end of the month the city will be completely deprived of means of subsistence.
It is announced that pending a settlement of the Fiume ques tion, and in view of the abnormal situation there as revealed in the Jetter of Signor Depoli, Vice-President of the Consultuent Assembly. the Ilalian Cabinet has decided to appoint General Giardine as Military Governor, with authority to carry on the administration. The decision has been communicated to the Government at Belgrade. and all the Powers.

Oklahoma City, Sept. 17.
Martial law has been..enforced throughout the State and the
military have taken control following a proclamation by Goverzor Walton in response to a challenge" by the Grand Dragon of the Ku Klux Klan who, declared that the state authorities would never-be able to break up the power of his Organisation. The proclamation declared that hundreds of men and women had been severely beaten in Oklahoma and that the Klan was responsible for the outrages. It is alleged that the police and sheriffs and even some of the Judges of the District Court are shielding Klansmen. An armed bodyguard has been formed to protect Governor Walton as it is alleged that several members of the Legislature have planned to kidnap him. " An attempt is to be made to impeach him at the extra session of the Legislature. Governor Walton threatens to imprison all members of the Legislature who attempt hold an extra session "and also threatens military censorship of the press.
EUROPE'S AILMENT.
London, Sept. 17. The possibility of fresh troubles in the Balkans is revealed in a Note which, according to a Sofia message, the Jugo-Slav Govern- ment has addressed to Bulgaria, threatening the dispatch of troops to occupy strategic points in Bulgaria if the bands of Comitadji con- centrated in Bulgarian territory attempt to cross the frontier. The action has caused the greatest alarm, in Sofia particularly, as it has been accompanied by a disquieting concentration of Jugo-Slav troops on the frontier.
COCAINE FROM HONGKONG.
Calcutta, Sept. 17. Cocaine to the value of £2,600 has been discovered by the Customs aboard a stearer from Hongkong, after a five days' search during which three hundred tons of coal was shifted.

Rice Shipments from Hongkong.
During the past few weeks "rice to the value of tours than $80,000 has bean sent by the Tung Wah Hospital to various districts in Kwangtung where the isbabitants, impoverished by Bonde, are mid of relief.
