PIRACY IN CHINESE WATERS.

Eight Men on Trial Eight men were charged on re- mand, beiure Mr. C. D. Melbourne at the Magistracy yesterday after. nuon, with complicity in a piracy in Chinese waters on June 12th. and with possession of a stolen cargo junk.

The piracy, according to the ovidence of the master of the junk concerned," occurred at 1 pm. at Tai Mo. The junk carried a crew of eight and her cargo consisted of 331 planks of wood, 29 square wooden props and 1,800 caep-nts. There was one passenger na board who was in charge of the cargo. As soon as the pirate junk huve in sight the cargo boat was fired at, the firing, which continued for quarter of an hour, forcing the whole crew to take cover in the hold, with the result that the

As a result of his report the junk was. detained by the police and the people on board who are the de fendants in the case) were arrested. The junk maater said be identi- fied three of the defendants as members of the gang who boarded his best. He also racognised as part of the stolen property an ove and a coat which were recovered from a pawnshop at Macao. Tickets relating to these articles were found on two of the defendante.

The case was adjourned.

PAOTINGFU CONFERENCE.

Peking, August 2-The result of the conference at Puotingiu are not yet revealed, but a report states that Tsao Kun wishes Dr. W. W. Yen to become acting Premier, and he has despatched General La Chin Peking to endeavour to persuade Dr. W. W. Yon to accept.

Wu Yu-lin returned to Peking this morning, will attend the Cabinet meeting.

The conference is also considering the situation in Fukien and on the. Yangtze-Reuter.

The phrase "What next?" sums up the bulk of the comment in the morning papers on the European crisis, which all agree in regarding it as of the gravest character. The Government's state- inant has by no means beer greeted with a chorus of approval, though it is the general opinion that nekotiations with France are, ended and the publication of the notes means an appeal to the dispassionate judgment of the world.

The Times alone cordially approves the Government's explana- tion and intention to publish the whole correspondence, which it regards as a definite step forward and the very best thing it could do to secure a firm ground for the pursuit of a fixed policy: It hopes the statements and, strong movement of opinion they will provoke will prove an important factor in the ultimate settlement

The Daily Telegraph reads Into Mr. Baldwin's statement the determination not to let the matter drift further, and says it means in essence, that we must agree to differ from France and act on our own account, but to better purpose than France did six months

ago.

The Westminster Gazelte observes that the Government's appeal to public opinion world be the first essential step towards working out a definite British policy for salvaging Europe, but it needs to be energetitrally followed up.

The Morning Post, which apparently has difficulty in recon- ciling its championship and friendship of France with its support of the Government, tamely remarks that the House of Commons debate day has disappointed France, but it cannot have encouraged Germany.

Paris, August 3.

The negativeness of the British Government's declaration in considered to be the most regards to the Ruhr reparations is salient characteristic of yesterday's parliamentary announcementa. The papers think that Premier Baldwin's and Lord Curzon's- speeches indicate an Anglo-French misunderstanding but that there will be no rupture, and that negociations will not be broken off. They state that the threat to appeal to the world for an opinion does not move the French Government, as is evident from the latter's publication of the reply. The Echo de Paris declares that the speeches are as empty as the reparations coffers, and that the

Other papers are pointedly critical.

The Daily Chronicle says there is still no line of British policy; meanwhile Parliament, has risen and the country is left voiceless and uninformed with a Ministry which seemingly does not know its own mind.. "

The Daily Mail opines that the. Government has cast prudence to the winds by adopting an attitude which is profoundly distasteful to France.
