SITUATION IN GERMANŸ.

London, July 28.

The gloomiest picture of the state of the country, particularly the Ruhr, is painted in despatches from Germany, as the result of anarchy and distress produced by the colossal depreciation of the mark. There are fears that civil disorders will break cut, shortly unless something is done.. The Government has ordered military and police troops to be ready for instant action. There are signs that workmen in their desperation are larning increasingly from the Social De- mocrats to the Communists, while the Nationalists are actively scheming. The Cuno Government's position is represented as critical. The Reichstag has been summoned to reassemble" early in August. There are signs of revived activity in the Rhineland among Separa- tists. It is thought that they will try to take advantage of any out- break of disorders in the occupied territory to proclaim a depannte republic, reckoning on the passive support of the French and hoping to rally to their standard the increasingly restive and strained popula- tion. The English, Liberal press openly expresses the fear that the French Government is pursuing a polley of protracting negotiations with England in anticipation that Germany is on the verge of collapse and capitulation. It is reported that M. Poincare's reply requests information on several points.

Berlin, July 28,

Apparently with the view to allaying excitement, the Ministry of Food has issued a statement that there is no ground for anxiety, as, except butter and potatoes. there is no real lack of food stuffs. It is explained that the soarcity is the result of the general economic posi- tion and rapid depreciation of the, Mark, which rendered it impossible to import goods from abroad to the same extent as formerly. The grain crop this year is good, the potato crop satisfactory and the bread supply is assured. It is added that the apex of the crisis has been reached. The situation, is improving daily, and within a fortnight all danger will be over.

Paris, July 28.

The delivery of the French reply to Britain, which will be ready. on Thursday evening, is postponed owing to delay in the completion of the Belgian note to Paris.

Brussels, July 28.

1 having been agreed that both notes should be mutually seen and approved before delivery, it is now authoritatively stated that the notes will be presented on Monday or Tuesday.

Berlin, July 29,

Herr Ebert, Dr. Gunn and all the Ministers have issued a manifesto appealing to the people to preserve calm and order, saying that until a reasonable Reparations settlement has been reached the German people must and will keep afloat by their own strength. The Government will continue to adopt all possible measures to attain this end.

Referring to the food scarcity the manifesto says that measures projected will result in foreign currencies reaching Germany in larger) quantities than hitherto, and thus be at disposal for essential imports, especially of foodstuffs. The import of unnecessary luxury goods will be, as far as possible. prevërted,

The Government has approved of a approved scheme to add two per cent, to income tax, and for a motor car tax and export levy with a view to financing passive resistance in the Rehr.

CHINA'S CHAOS.

An editorial in the Times says lint' apart from all questions of, humanity, the present state of China is the deep and immediate con- cern of all the commercial and trading peoples of the world. It Is the greatest undeveloped market of the world, and the prevailing chang cannot continue, but must end in a return to order or such dissolution of society as will be fatal to the welfare of the Chinese masses and. the interests of all foreigners having commercial and financial rela- tions with China. The proposed foreign olleered railway police, even if stiffened, as Sir John Jordan recommends, by a leaven of foreign rank and life, would but be a local remedy for a constitutional disease. The Times opines that much may be said for the China Associa- tlon's proposal for a special conference of Powers as a legitimate development of the Washington policy in the light of later events, but -to be effective, the conference must establish contact, not merely with the evaporative Peking Government but all conflicting powers and authorities in China and with Tuchuns' parties and business organisa, tions in all the provinces. That is, the biggest and wisest method for producing a permanent effect, but we are not surprised anys theTimes that our Peking correspondent maintains that in the meantime the Powers should unanimously decide to reinforce the garrison in order to produce that effect, which condition is precedent to any real reform and genuine progresz. --
