BRITISH REPLY TO GERMANY.

London, July 22,

The draft reply to Germany was duly despatched to Allied and United States Embassies. The newspapers understand that it accepts In principle the German offer to submit to the findings of an inter- national commission, but does not specify the composition or method of the appointment of the commission. It suggests that the three types of guarantees offered in the German memorandum of June 7th ho considered on their merits and, without prejudicing the question of, their sufficiency, makes guarded suggestions regarding the wisdom of abandoning passive resistance; while the covering note to France makes corresponding suggestions on the relaxation of the French grip on the Ruhr. It is reported that the covering notes to the Allies contend that the proposed commission might quite well operate within the framework of the Feice Treaty and express readiness to discuss the Allied debts in a reasonable spirit. The covering notes are studiously conciliatory, particularly to France, and it is hoped that they will succeed in bringing the Allies Into line.

SERIOUS RIOTS AT BRESLAU,

Berlin, July 22,

Messages from Breslau indicate that serious disorders, due to the cost of living, have broken out there. The Governor of Lower Silesia has prohibited open air meetings, and a notice of twenty-four" hours for indoor meetings must be given under pain of the severest penalties. Hundreds of arrests are reported, and several pillagers have been killed. The sale of spirits is prohibited. The authorities have accepted the Industrial League's offer to assist the Schutz Polizei, who have been compelled to use arms.

The riots have been accompanied by a strike of the metal workers. The Employers' Federation has now decided upon a lock- out; consequently, all the metal works in the Breelan and Ratibar districts are completely at a standstill.

Six were killed and fifteen wounded in the rioting at Breslau.

THE SINGAPORE NAVAL BASE,

Tokyo, July 22,-

in a newspaper interview relative to the Singapore debate, the Japanese naval attache, Rear-Admiral Tamakitosu, termed the British decision strategically sound and an almost essential move. The big ship would be the dominating factor in maritime warfare for many years to come, Be exclaimed: "Why should Japan be alarmed since Singapore is as far distant from Japan as Gibraltar la from Washing- ton?" and deprecated so much talk about Singapore, saying that war scares ruined international relationships. He stressed the general need for a lasting peace and said that all armaments projects, if moderate in scope, would premote this. He declared that it was folly to assume that Japan, constituted a menace, to a white Australia..

FRENCH LOSSES IN MOROCCO.

Paris, July 22.

The French losses in the Moroccan operations since the begin- aing of 1923 are officially stated to be 21 officers killed and 15 wounded and 232 men killed and 552 wounded. One hundred tribesmen, co- operating with the French, were also killed.

CHINESE LEGATIONS AND CONSULATES.

Paris, July 22.

The Chinese Legation denies the report that the Chinese Lega- tions and Consulates in Europe will be closed owing to non-receipt of funds from Peking.

At a secret session of the Dail in Dublin, it was decided that the Free State elections would be held between the last week of August and the first week of September. Dissolution is likely at any moment. Mr. De Valera, interviewed in Dublin, said that the Republicans would not renew the wur after the elections, but would work along
