RUSSO-JAPANESE DEADLOCK,

Later. The deadlock regarding Nikolafevsk is confirmed by the official Japanese spokesman, though this was not the reason for to-day's postponement.

Any prospect of an immediate breaking off on that account is declared unlikely, because it is explained that the object of "the present conversations is solely to discover possible points of approach between the conferees. Therefore despite the differences of opinion on any one question, the whole field will be reviewed, after which the respective governments will decide if a formal Regarding Nikolaievsk the Japanese conference is warranted." view is that if the Russians insist in offsetting their responsibility and damage against that of the Japanese expeditionary, fo ̈ce in Siberia, the negotiation must end in disagreement,

Too Many Questiona.

FOREIGNERS IN CHINA:

London, July 6.

The Daily Telegraph's diplomatic correspondent gathers that there is virtually a unanimous opinion among the Washington Treaty Powers regarding the necessity, in view of the anarchic con- ditions in China, of delaying the abrogation in practice of many existing extraterritorial privileges enjoyed by their nationals.. On the contrary the opinion is held in some influential quar- ters that the proposed International Commission to deal with extraterritorial problems might be proceeded with, even though its conclusions would not yet be applicable.

Belgium and Holland are participating in the international discussions regarding the steps for the protection of foreigners, in view of their interests in China.
