The correspondent of The Times at Pekingi commenting on the aituation, of which the Lincheng outrage is symptomatic, urges the necessity of inspiring the Tuchuns with the fear of retribution. He says it needs, only a show of firmness to restore foreign prestige. One essential need is a small increase of the foreign forces supple mented by a warning that further attacks on foreigners will be followed by occupation of the railways. If the present epportunity is neglected a full blown military expedition will be necessary and this will be followed by consequences that cannot be foretold by those who imagine that foreign intervention in China is an outside prob- ability, and who are merely closing their eyes to facts.
