THE OPIUM COMMISSION.
London; June 2 Speaking at the Opium Committee of the League of Nations at Cenera on May 25, Mr. Chao Hsin-chu said there was no reason why the Governments of Far Eastern colonies should not effectively and gradually suppress the consumption of cpium which had in- creased during the last decade and since the signing of the Conven- Lion in Far Eastern possessions of the European Powers. Apparently 48 per cent of the total revenue of Singapore was derived from the monopoly en opium consumed by the Chinese settlers. › League of Nations Opium Commission adopted a resolution by seven to one votes-Holland being a dissentient, while India ab- staloed-by which they accepted the United States proposals in the belief that they embody general principles which the Governments should follow, and is view of the fact that they form the basis of the International Convention on Opium signed in 1912 they further unanimously welcoms United States collaboration. The proposal that Governments should decide what can be regarded as medical and other employment of drugs within their borders was rejected by four to three. In the majority were Germany, China, France and Holland, in the minority Britain, India and Japan. Sir Malcolm Delevingna, representing Britain, thereupon sought adjournment to reconsider the position created.

This was rejected by four votes to three, and there were two abstentions. In the majority were China, France, Holland and Portugal; in the minority Britain, India and Germany. The representatives of India and Germany accepted Sir Malcolm Delevingne's proposal with certain reservations.
The League of Nations Opium Commission unanimously adopted as amended motion by Mr. Delevingne on the subject of the United States proposals which provides that the employment of opium in accordance with usage in India be declared legitimate under the terms of the convention, and the employment of prepared opium is held legitimate as far as its ase accords with Section 2 of the Opium Convention. The Commission proposes that the Council should endeavour to secure agreements of precise limitation of the production of manufactured drugs and the reduction of quantities of raw rplum imported into possessions where its usage cortinues to be recognised.
AMERICAN PROHIBITION.

A strict application of the Supreme Court's liquor decision has practically been decided upon by the Treasury officials who hold out no hope of meeting the view of foreign Powers through regula- tory provisions. The officials state that nothing short of legislation will ameliorate the difficulty in which the Government finds itself as regards, foreign vessels.
