"Gelsenkirchen is still in the bands of the Commanist commanders. The citizens are terrifed. The Civilian Defence Force, and the Fire Brigade were driven out last night, presently there will be no force available to combat the Communists. The scenes witnessed yester day were terrible, and the fighting is most bitter. The Communists wrecked the Police Headquarters and then set it on fire, the com- manders evidently had formed preparations for an onslaught, for the entire operation was carried out under the orders of the leaders on military lines.

A report from Dortmund says that the Association German Miners' Union, the Christian Workers' Association, and the Polish workers have appealed to the Ruhr Miners, denouncing "The work of disorganisation once tried by Russian emissaries, tending to destroy the miners' unity of front, and annihilate the freedom of the workers.”
AMERICA'S PROHIBITION LAW,
Washington, May 24.
Gavarument Officials are drafting new regulations which will give effect to the Supreme Court's decision with regard to the transportation of liquors in American waters. They have apparently abandoned hope of writing round" the decision, so that there would be no conflict between the regulations and foreign laws, in regard to the liquor rations issued to crews. The situation has been sub- mitted to Mr. Mellon, Secretary of the Treasury, and it is regarded as certain that it will be referred to President Harding, after Mr. Mellon has fully considered-it.
It is believed that Mr. Mellon has urged the Government postpone the enforcement of the regulations beyond June 10.
