After being in receipt of charity from kind-hearted for- eigners, the least the recipients could do would be to make su attempt to devise some means of obtaining work or of employing themselves in some occupation which would relieve foreigners of farther responsibility for their upkeep. Instead of doing that, the refugees are now asking the foreigners to assist them in ob- taining the highest standard of education in a University-a standard which the vast majority of foreigners have been unable to afford themselves. In other words, the Russians are asking of their benefactors something which the latter have been unsble themselves to guia. The request in just a little too much for a long- suffering and generous public eten to
