London, May 11, At a meeting of the Executive of the Parliamentary Labour Party in the House of Commons yesterday evening it was decided to telegraph to the Soviet Government expressing grave concern at the despatch of HMS, Harebell to Murmansk and begging the Russian Government to refrain from any action which might precipitate a recort to force and the outbreak of war.
