GERMANY'S REPARATIONS OFFER. Though the reply of Frates to the German Note is discounted by semi-official statements, the delay in its delivery is causing some dissatisfaction in France. The delay is attributed by English car respondents in Paris to Belgium objecting to M. Poincare's idea of sending a bald, curt refusal without explanations. Besides telegraphic conversations between Paris and Brussels, couriers have been active between the two capitals, and it is expected that the reply, which will be delivered to the German Embassy to-night will enter into details as to why the offer is objectionable. It is noteworthy that France throughout has not consulted any Ally except Belgium, though M. Poincare, as a matter of courtesy, has verbally communicated to Lord Crewe the broad lines of the reply. This is regarded in the London press as not calculated to strengthen the Entente, the German object being to obtain different replies and thus divide the Allies, Reuter learns that conversations are proceeding between London, Paris, Brussels and Rome, the British Government being anxious to have the full views of the Allies before deciding upon a reply to Germany.
