STRATEGIC REASONS: Moreover, important strategic reasons are urged for the cons- truction of, a second canal. We have fortfied the Panama route, but we cannot build fortresses in the air. The locks are vulnerable to air attacks.
We have lately, apparently, made a present of the Pacific Ocean to a foreign Power that bas already exceeded us in sirplane construction. If it ever became our enemy, it would be the most mobile, both on the se and in the air, of all enemies. It is within the passibilities that its first blow, in case of war, would be the paralysis of the Panama Canal, with the bulk of the American sea power stranded, as it were, on the Atlantic side. A second canal would at least lessen by one-half- of the danger of such a blow, and there are strategic reasons to indicate that it would leason the danger by much more than one- balf.

In this situation, the ghost of that great senator, John T. Mor gan of Alabama, steps into the scene. He was the great advocate Shangbai of the Nicaragua route for

Straits speech which he delivered on the subject in 1897 he marsballed all the reasons for a canal by that Europe via Buez (Parcels only) London route. He proved that it was

at this point Eleven miles 3.4. Japan & Shanghai from the Pacific. coast, and at an elevation of 106 feet from that; ocean's waters, there lies the great Lake of Nicaragua, 3,000 square miles in area, 45 miles wide, 200 feet deep, and dis- charging its waters into, the Caribbean Sea-the Atlantic side through the San Juan river, which could be practicably cADA. lized nearly all the way. The eleven miles to the Pacific could be negotiated with probably but one lock. All surveys, all estim- ates, have indicated that the practicable, but that a canal by Nicaragua, route is not only this route could be constructed at a considerably less cost than that of the Panama Canal.
Events resulted in the choice under all circumstances the wiser choice of the Panama route for the cannal that was actually built. But the sug- gestion of a second
