Premier Mussolini's acceptance of the Popularist Ministers' resiguation has both surprised and disappointed the Catholics through- out Italy, and caused not a little consternation in the Vatican itself. Premier Mussolini has thus shown his displeasure with the vote of the Catholic Popular Party at the Congress at Turin, which em phasised the Party's independence. As further evidence of the present Impregnability of Fascism, Premier Mussolini has prohibited the May Day labour demonstrations throughout Italy and abolished the Ministry of Labour, while the Fascist Grand Council has passed a resolution abolishing proportional representation in elections and -substituted therefor a system, ander which the electoral list securing a majority of votes shall be declared elected in its entirety and the balance of votes distributed among the minority. The object is that of consolidating the position of the leading party.

Brussels, April 28. Glorious weather prevailed, aeroplanes were droning overhead, the capital was alive with dogs, bunting and uniforms and with enormous cheering crowds on the occasion of H.R.H. the Prince of Wales' unveiling in front of the Palais de Justice the monument presented by the British people in recognition of Belgian assistance during the war. The enthusiasm reached a climax when the Prince of Wales, accompanied by King Albert, arrived at the Palais. Prince pulled a cord releasing the inter-twined Union Jack and Bel- gian flags and revealing a magnificent monument depicting Belgian and British soldiers side by side with folded arms. The Prince of Wales remained at the salute while massed bands played the National Anthem, after which the Prince gave a short address and handed over the Monument. King Alber, who responded, psid, a warm tribute to the British tenacity at Ypres and dwelt upon the indelible memories uniting the two nations,
MAIL SPEEDING.
London, April 23.
A successful experiment has been made by the Plymouth Chamber of Commerce to demonstrate the possibility of saving time in the. delivery of American malls. A launch intercepted the incoming liner at Plymouth and conveyed the test mails ashore, whence an aeroplane continued the journey to London, arriving in ample time to caleb the continental air maila. A saving of three or four days was effected, while the British mails were delivered on Friday instead of Monday
IRISH PEACE.

The called terms of settlement laid down by the De Valera provismation are high-sounding, but in essence appear to deal with formulae rather than facts. It is expected the Free State Govern- ment will reply immediately. Meanwhile it is pointed out that no mention has been made of surrender of arms, on which the Government will insist.

Summertime began at two o'clock this morning in 350 cities and towns in the Eastern States and in a few cities in the Middle West, including Chicago. The larger railway companies continue to use standard time. Summertime will end on September -30.

Philadelphia, April 20. Mr. Knute Nelson, doyen of the United States Senate, who was born in 1843, died of heart failure in the train from Washington to Chicago.

On the eve of a lock-out. the Boilermakers Society decided to fall in line with the two other unions. A ballot of members is being taken during the coming week. It is anticipated that the employers will postpone the lock-out notices for a week.
