Constantinople, April 25, Further details concerning the Chester Concession rather knock the "gilt off the ginger bread." The concession is valid for 99 years. but the Government may buy the railways after thirty years and if the construction on the sector at Samiun and Sives is not begun within six years the whole concession will be rendered void and the deposit of ten thousand sterling forfeited. The new company is sub- jeet to all Turkish taxation and must also pay thirty per cent, profits to the Government. It may import coal and materials duty free and employ foreign experts, but must train Turks to replace them, and ordinary labour must be purely Turkish,

INTERNATIONAL COURT OF JUSTICE.

New York, April 25. The newspapers think that President Harding's speech on the International Court of Justice indicates that the President intends to seriously press the project of American membership despite the opposition of Republican leaders and others. The New York Herald thinks that the speech is unconvincing and says the President reaffirmed an uncompromising stand against American membership in the League of Nations, yet he argued for American membership in the Court created by the League, and which is really an adjunct of the League.

REICHSBANK PRESIDENTS ANGER.

London, April 25. President of the Reichsbank Herr Savenstein, explaining the six per cent. rise in the discount rate, severely referred to German industrialists, who were nullifying the Reichsbank's efforts to stabilize the mark. He complained that their daily speculations in foreign exchange far exceed their real needs and threatened to impose restrictions, irrespective of persons, if the practice did not cease..

The papers state that Herr Stinnes recently bought foreign exchange for several millions of gold marks in a single day.
