Cairo, April 28, The Wafd, or Nationalist Executive, has issued a manifesto con demning the new constitution.

It declares that the new constitution does not respec; the nation's rights. It leaves the door open for foreign interference and it does not represent the will of the nation. It does not mention Egypt's frontiers nor the Sudan "which is the life of Egypt from which it is inseperable." It does not declare that the King of Egypt is King of the Sudan nor does it deal with individual liberty, and freedom of meetings.

The press of Egypt is no more free than before the declaration of independence. The nation will continue its efforts and finally obtain its desires.

RUHR AND RHINELAND.

In a speech at a demonstration, Herr Stresemann, leader of the German Peoples' Party, said Lord Curzon's speech in the House of Lords created a new political situation and formed a suitable basis for the continuance of the Inter-Allied discussion. An understand-- ing could be reached with Germany in regard to reparations, for Germany's life did not depend on whether she paid a milliard gold marks more or less but did depend on the Rhine and the Ruhr remaining German; therefore, there could be no understanding with regard to the surrender of the German Rhineland. Every Garra Government and party regarded the German Sovereignty of the Rhine- land as an obvious condition of any definite peace settlement.

The Daily Telegraph's diplomatic correspondent says that a new and powerful syndicate, wholly independent of the Chester group, is forming in the United States for the purpose of buying up and developing existing options and concessions in Turkey proper and detached territories.

The Morning Post Constantinople correspondent says that the Turkish Government, with a view to placating France, is likely to offer the latter à concession for the construction of the Eskishi:- Brussa-Panderma railway and port of Panderma, in lieu of cercessions made over to the Chester group.

RUBBER PROSPECTS.

London. April 23

The recent reaction in rubber shares, it is surmised by the Financial Times, was due to defects in the enforcement of the Stevenson restriction scheme, particularly in the liberality of produc- tion licenses granted to native owners. It expresses the opinion that many existing loopholes in carrying out the scheme will. be gradually stopped, and hopes that when the new allocation of license occurs, in May, a less generous production standard will be Exed. The paper advises rubber shareholders not to sell at present.
