London, April 21. Lord Curzon's cautiously worded speech, which is generally regarded by the English press as a hint to Germany that the time is opportune for a renewal of her efforts at negotiation, met with a cool reception by the French press, which considers it a mere con- firmation of British polley. The newspapers reiterate that France's determination is unshaken, though the Petit Journal interprets the speech as a warning to those who still imagine the British Govern- ment will yield to "Germany's crocodile tears."
On the contrary the speech has made great impression in Berlin The Vorcaerts hopes the German Government will shortly take the decisive step and maka A definite offer of reparations. The Tageblatt considers progress is possible on the basis of Lord Curzon's suggestion.

Speaking at a dinner of the Federated American Chambers of Commerce on the Near East last evening, Admiral Chester declared that "spheres of influence" had thrown every kind of obstacle. his way since he had been endeavouring to secure a concession in Turkey. He said that during the closing days of the War, the Navy Department urged him frantically to complete the negotiations. as the oil shortage threatened all their fleets. The British Ambas- sader assured him that Britain would not object. but the Ambas- sador had been overruled. -American capitaHats questioned the advisability of Turkey giving him concessions, because the capital- ists were not behind the deal, but the Turkish Government was behind him, and that was all he required. "You may not know it, but for a secre of years the United States Government has been try ing to get into Asia by the back door, because these spheres of influence barred the front door." said the Admiral. By granting the concession, Turkey was confident of the support of the only big Power in the world not having political ambitions in the Near East. He was sure that this step would mean for Turkey independence and freedom from foreign domication, which had held her back for cecturies.
JAPANESE PRINCE'S BODY.
Paris, April 21.
The remains of Prince Kitashirakawa have been removed from the Japanese Embassy to the Gare de Lyou, whence they will be sent to Marseilles. Among the prominent Japanese present were the Charge d'Affaires at Paris, the Ambassadors to London and Berlin, with Military Attaches, and Colonel Oto, the deceased's aide-de-camp. The coffin was draped in white and placed in a railway coach lined with white hangings. The magnificem wreaths included tributes from the Prefect, Cure and Mayor of Bernay, where the Prince was killed.
Japanese officers will mount guard over the coffin until it is placed aboard the Katori Maru. Baross Matsuda and Hayashi will accompany the remains to Japan.
THE IRISH SITUATION.

la connection with the curious controversy raging in Dublin, as to whether Monsignor Luzio's visit is purely ecclesiastical, as con- tended by the Government, or paid with Vatican authority to inter- vene in the interests of peace, as the Monsignor declares, Cardinal Logue has sent a letter to The Freeman's Journal regretting the article cabled on 19th inst. He publishes a hitherto undisclosed letter from the Secretary of State of the Vatican to him, showing that Monsignor Luzio is authorised to co-operate with the Irisb Bishops to a pacificatory end.
