EARLIER TELEGRAMS

TEXTILE TECHNICAL SCHOOL.

SATURDAY, APRIL 21. 1923.

London, April 20.

Не

The scheme for the establishment of a textile technical school.. in Shanghai ont of the remitted Boxer Indemnity was strongly advocated by Colonel Dobson at a meeting at the House of Com- mons, by invitation of the Parliamentary Committee of Lancashire members of the House of Commons, as a means of counteracting the American incursion into this line of industry in China. suggested that the college might ultimately be handed over to the Chinese Government by which time it would probably have done its work, amely enabled a large number of Chinese to be thoroughly versed in English manufactures, filled position of mill-managers with British trained instead of American trained men and advertised very largely the latest mechanical predue:;s of British. The scherpa would undoubtedly have a beneäcial influence on all sections of British trade.

POPPY CULTIVATION.

Londen, April 20. The proposal to legitimise the opium traffic in China WAS deplored in a lecture delivered by Mr. W. Peet Friends of the Opium Committee. He said that serious and regrettable as was the recrudescence of opium-growing in China, and tempting as it must be for the Chinese Government in its bankrupt state to raise revenue by these means, it would be deplorable for China to go back on her magnificent action in stamping cut poppy cultivation, oth for her own sake, and because it would seriously retard the fforts to restrict world production.

MOTOR-GLIDER CONTEST,

London. April 20,

The Daily Mail is offering a prize of one thousand pounds sterling for the longest fight, the minimum being äfty miles, over a triangular course on a motor-glider whose engine does not exceed seven and a half horse-power with only one gallon of fuel, the other conditions ensuring a handy machine et corresponding power and utility to a motor-cycle.

The Duke of Sutherland offers a second prize of five hundred pounds restricted to British competitors and machines.

The competition will be held in September.

SHIPPING BOARD VESSELS.

London, April 20. The United States in a note to Great Britain disclaims the intention of the Shipping Board to claim immunity from arrest and other special advantages generally accorded to public vessels as distinct from privately owned ships.

The New York Marine Engineers' Beneficial Association, which is a trade-union. has offered to purchase three Shipping-Board vessels at three-hundred-thousand dollars with the objec: of work- ing in coastwise trade and later developing a world trade.

EGYPTIAN SOVEREIGNTY.

Cairc, April 20.

The critical negotiations held during the past week regarding the limitation of sovereignty terminated by the drafting of a Democratic Constitution satisfactory to both sides. The Cabinet fully responded to Great Britain's objection regarding the inclusion of Sudan.

WHITE SLAVE TRAFFIC.

Geneva, April 20.

The Council of the League of Nations, has decided to appoint experts to secure and collate information regarding the procedure of white slave trafficers and also the principal centres of such traffic

REDUCED CABLE TOLLS.

London, April 20.

The Western-Union and Commercial Cable Companies have reduced' cable rates to America similarly to the Imperial Company which is owned by the British Government. An innovation is the acceptance of "urgent" messages between London and New York at a shilling a word compared with the ten pence ordinary rate.
