Capetown. April 18.

The Assembly debated a motion by the Ministerialis; Mc- Keurtan, urging segregation of Asiatics. The opinion was expressed that only thereby could Indians obtain citizen rights.

The Labourite Strachan moved an' amendment providing for equal pay for equal work, and demanding a more vigorous repatria- tion policy.

Mr. Duncan, Minister of the Interior, emphasised the impos- sibility of dealing with the delicate problem without considering outside interests. He declared that other Asiaties, besides,Indians were watching the problem. He pointed out that the majority of the Indians in South Africa were born there and cannot be emi- grated wholesale. He doubted whether segregation in urban areas would solve the problem, but he proposed to introduše a measure

The debate was adjourned and is unlikely to be resumed.

Presiding at a meeting of the Strangers' Home for Asiatics at Limehouse. Lord Winterton commented va its admirable work. Nearly a thousand Indians were cared for during the past year.

THE BUDGET DEBATE.

Two ex-Chancellors. Mr. Asquith and Sir Robert Horze. successively spoke in the resumed Budget debate in the House of Commons. Both in the main approved Mr. Baldwin's proposals. It is obvious that claims for relief for sugar will become the central point of the controversy.

Mr. Asquith joined issue with the Labourites as regards the Income Tax, declaring that even four shillings in the pound is a bad and pernicions form of capital levy. The tax had dried up the stream fertilising the whole field of industry and employment. He denied it was a class question.

THE IRISH CAPTURES.

London, April 18. The well-known Irregular Dan Breen has been captured in a dugout near Limerick.

Later.

The capture of Dan Breen is notable, in view of his ingenuity in evading the relentless pursuit firstly of the British authorities during the Anglo-Irish war, when a reward of £10,000 was offered for his capture, and secondly of the Free State authorities, who nearly captured him with Lynch last week.

The Free State trops yesterday surprised Breen in a dugout. He was partly dressed, and was secured before he was, able to resist.

TURKEY'S RESOURCES.

New York, April 18. Ex-Ambassador James Gerard has publicly protested against the Chester Concession in so far as it infringes the rights of Armenia under the Treaty of Serres. He declares that the contract with Turkey in 1913, whereen the 'concessions were based, called for the construction of railways and exploitation of the mineral resources. of Armenian provinces, which were not fulfilled.

CHINA'S FINANCES.

The Opium Monopoly.

Peking, April 18-It is reported from an unofficial but apparently. reliable Chinese source that the Minister for Finance about three weeks ago proposed an Opium Monopoly to the Cabinet, and the Cabinet agreed thereto. This in formant states that the Cabinet instructed the Finance Minister to draw up a more detailed pro posal and submit the matter agaid to the Cabinet, and meanwhile sound the Powers and End whether there would be strong opposition to the Monopoly. The Member of Parliament Wang, Wen pu interpel lated the Government yesterday, protesting against the Opium Mono poly, and stating it would mean giving up to the policy of the last: eighteen years.---Reuter.
