National troops operating from Lismore, as part of the big drive through the Knockmealdown mountains, found Austin Stack alone and anarmed in a field near the tiny village of Dyrick, two miles south-west- of Ballinamult. Stack, who did not attempt to resist capture, was removed to Clonmel, where he is now a prisoner.

The capture of Austin Stack and discovery of the document is described by Frea Staters as the final hammer blow.

Stack was one of the best political brains in the Republican move- ment, but he remained a mystery man. The death of Liam Lynch removed the dictator standing between despair and peace.

The movement was inspired by the reason that it was known that a determined peace move, piloted by Stack, was on the eve of being brought to a conclusion. Stack, evidently realising the futility of prolonging the condict, may have been responsible finally for a clear move baving a semblance of effect of surrender without ignominy. giving himself up to the Free Staters.

Stack's capture removes the prop supporting the Irregular move- ment, and it may well be that the end of the struggle has arrived. De Valera's flamboyant manifesto seems to be an attempt to rally the courage of despair.

THE IRISH BUDGET.

London, April 14.

The Free State Rudget was introduced by Mr. Cosgrave in the Dail. It shows no alteration in taxation, and import duties remain. but preference will be investigated. The revenue for the year ended 31st March totalled £28,000.000; but the Exchequer issues for the main- tenance of the public services, although not necessarily all expended, amounted to £2,333.000 more, which, together with 197,000 in hand, has been borrowed. The revenue total is subject to modification owing to Anglo-Irish financial adjustments. The balance threatens to be substantially against the Free State.

The estimated revenue for the forthcoming year is £26,500,000. and expenditure £45.500,000. Extensive borrowing will therefore be necessary.

The President concluded in an optimistic note, that the revende would be able to cover all commitments as the country settled down from the irregulars' exhausted attacks.

Giving an example of the "system of" collection by the Customs, President Cosgrave said that tea coming into the Free State would no longer pay duty in London, but on landing at a Free State port.

IN THE RUHR

Paris, April 14.

The Franco-Belgian Conference has drafted instructions to the High Commissioners in the Rhineland and General Degoutte as regarda- the appropriation of fines and confiscated funds and distribution of goods and products seized. Any surplus from the sale of the latter, after Franco-Belgian claims are satisfied will be credited to the Re parations Commission, after deduction of expenses, including occupa tion.

A curious incident happened at Merklind station, where three trucks arrived at full speed. Nobody knows whence they were shunt- ed. One was loaded with explosives and blew up on entering; but there were no easualties and only slight damage.

INDIAN BORDER TRAGEDY.

It is reported from Kohat on the North-western Frontier that Afridi raiders breke into a bungalow occupied by British officers and murdered Mrs. Eilis. wife of the District Staff Officer, and abducted her fifteen-year-old daughter. Troops were called out and searched the hills and passes all day without result.

THE FRENCH SITUATION.

Paris, April 15. A conference decided the inadvisability of presently initiating discussions with Britain on account of the widely differing viewpoints with the Franco-Belgian representatives. A reparations commission will shortly seek to establish a basis for a reparations settlement scheme. but do not intend to deviate from the 1921 schedule of payments,

AEROPLANE SMASH IN GERMANY.

Berlin, April 16.

In an auspicious opening of a large aerodrome at Tempelhoferfeld attended by State and City officials an aeroplane roaking a trial flight preparatory to inaugurating the London-Berlin service crashed. Two passengers and a municipal official were killed and the pilot severely injured.

SHIPPING BOARD VESSELS TO BE SOLD.

As an outcome of the conference between President Harding and the Shipping Board, it was decided to proceed immediately to consolidate the Board's foreign trade lines, which will be then offered for sale, but if they are unable to secure a reasonable price, the Government will adopt a policy of direct operation.

PAN-AMERICAN CONGRESS.

Santiago de Chili, April 14. The Pan-American Conference adopted a recommendation, for the establishment of two Archaeological Institutes, one in the Mexican Central American region and the other in the Equador-Peru region. The Conference of Nations will annually appropriate for archaeological excavations and development of the museums and libraries.

Wealthy Planter Brutally Killed.

Singapore April 14, The particularly brutal murder yesterday of the wealthy Eurasian Mr. Lasalle has forcibly impress-. ed the public with the fact that the crime wave is at its highest in Singapore for some time.
