It is desirable that schemes for spending the money should be drawn up by a joint Anglo-Chinere Committee. The sum involved is insufficient to produce any effect, unless it is concentrated on higher education, for which there is immense thusiasm in China. Mr. Russell considers that the Government likely to find the best British advice not Among businessmen er missionaries, but from officials, pointing to the Diplomatic and Consulaf service in China, which contains men who interested them- selves profoundly in Chinese history and culture. Mr. Russell is of the opinion that the whole money should be spent in supporting and improving advanced educational institutions under Chinese management and bringing a certain small number of students British universities, while one or two English professors might be sent to each Chinese university. Furthermore, the Chinese univer- sitles urgently need libraries.
