Efforts to "Serve” Japan.

Tokio, March 11. The Chinese Note announcing a desire to negotiate the abrogation of the Treaty of 1915 and retro- cession of Port Arthur and Dalay has apparently been unable to secure lodgement at the Foreign Office in Tokio where it is under- stood the messenger was expecting and endeavoured to "serve" it upon a minor menser of the Secretariat, who upon discovering the contents, promptly returned the document It is understood that other efforts to get a receipt for the document were made by the Chinese Charge D'Affaires bere but hitherto without success. The consensus of official, press and public opinion, using the words of Baron Uchida, is that "Japan will never consent to change or abro gate die Treaties to which Japan and China were signatories in 1915 and will not consider retrocession. Japan's position at Dalny and Port Arthur is fully understood by the Powers. cussion

Paris, March 10. • The Reparations Commission announces that by three votes to one abstention it has beeh decided to call on Germany to deliver to France, Belgium and Italy 4,200 tons of nitrates, in the form of 21,000 tons of sulphate of ammonia, for the pericd ending 30th April next exclusive of deliveries already due to France. The Commission further- more approved of an order from Germany of 30,000 tons of nitrates for the year ending 30th April, 1924.

London, March 10.

The British Cabinet has ratified the agreement between General Godies and Payot granting France” TO SITE HIS fiber the British zone as enjoyed before the Ruhr occupation.

Besides the question of railways in the British zone, the whole question of trade and general transport in occupied Germany remains to be settled. The French blockade is prejudicially affecting British trade, notably Lancashire's, with Germany, and indirectly India's trade with Lancashire. Furthermore, conflicting German and Allied Ordin- ances as regards licences exercise 4 paralyzing effect, because i traders will in practice be compelled to pay both, with addi- tional risk of seizure of goods by either party because of the recognition which the other has granted, while the French maintain an ad valorent ten per cent, duty on all goods, instead of the German cne to seven per cent.

Other countries whose trade is affected are agitating in the matter. Holland and Denmark have already made representations to France. Sweden's exports of iron ore to the Ruhr have stopped. She and Holland are waiting for Britain to take the first move in the question of licences and French duty. The whole position is complex and delicate, making the international eccnomic outlook increasingly rest- less.

Berlin, March 10.

It is reported from Essen that the French occupation has now? extended southward to Gummersbach. Possession has been taken of the railway stations at Recklinghausensud, Castrop, Rauxel and Brauban, and a Customs office established at Cronenfeld for control of the line Solingen-Elberfeld. Further disarmaments of security police have been carried out, entirely deauding the Ruhr of police.

Britain has presented a note to France op. the subject of the extension of the occupation. between bridgeheads. The contents are unpublished.

A semi-oficial announcement says that the question has arisen whether such regions should be placed under the administration of the Inter-Allied High Commission, or the Franco-Belgian military authorities. It suggests that the latter would be more logical.

The number of criminals who have recently arrived owing to the absence of a police force has reached a menacing figure. The fire brigade is busy raiding and breaking up bands. Five hundred suspects were marched out of a huge block of buildings raided by the firemen yesterday evening.

Prince Friedrich Wilhelm von Lippe has been fined seven million marks by a French court martial, for possession of a life preserver. The Prince's defence was that he was obliged to carry a weapon of defence because the Ruhr is policeless.

Mayence, March 10.

The drastic sentence of five years' imprisonment and a fine of fifteen million marks has been inflicted on Herr Schwebel, German member of the International Commission on the Saar. Frontier, who is accused of participating in a demonstration.

The Free State Government has-turned down preliminary pesce proposals submitted by Archbishop Cashel to the Irregular Commandant General at Cork, containing à suggestion that arms be dumped under: the charge of a battalion commander, who will not use them against the Free State, and who will hand them over to the Government after i the forthcoming elections.

The Home Minister, Mr. O'Higgins, hereanent outruled the pos sibility of a trace, declaring that arms must be surrendered uncondi tionally. There was not going to be a draw, with a replay in the autumn. The Government did not intend to betray. Democracy to the .petrol can. Wellington, March 10. A commission of the Methodist Church Conference which has investigated the conditions of indentured labour throughout the South Seas has reported strongly supporting indentured labour, considering that indigenous free labour is impracticable in the present generation

As regards Samoa.the report states that the introduction of Chinese has not resulted in the moral degradation of the Samoans. Therefore further introduction of unmarried Chinese need not be resisted on that ground.

THE LABOUR CONVENTION.

Rome, March 11. The Cabinet has decided to ratify the Washington Labour Convention regarding female and youthful labour and an eight-houn day.

Mr. Albert Thomas, Director of the International Labour Office, recently interviewed by the Minister for Labour, expressed gratifica- tion that Italy was leading hereanent, compared with all other nations. An exception was made in the case of the merchant marine, in which an eight-hour day would prejudice Italian interests in com- peting with nations which had not adopted the Convention.

TRAIN WRECKED IN BURMA.

Rangoon, March 10.

Five passengers were killed and seven injured owing to the derail ment of a train proceeding to Moulzin. The engine, overturned-and- Exo coaches were telescoped. The malicious removal of a rail is suspected.

REPARATIONS QUESTION.

Paris, March 11.

As an outcome of the Inter-Allied Finance Commission's meeting dealing with repayment of the cost of the American away of "occupa- tion the American representative has referred the Allied proposals to the State Department. These comprise a plan to pay in cash twenty million dollars annually for twelve years, which will be refunded from the German reparation payments: The American Government's reply is awaited with interest since its acceptance will imply a degree of participation in the European, reparations question by America.
