[M. Theophile Delcasse came into greatest prominence during that eventful period 1914-15 when he was, French Minister for Foreign Affairs. He began his career as a journalist on the staff of La Republique Francaise, for which he wrote articias, on foreign. politics. He first entered politics seriously in 1880 When he was elected Deputy of Folk. His rise was rapid for in 1803 he was appointed Under-Secretary for the Colonies, the following year Colonial Minister, whilst from 1898 to 1005 he held the positions of Foreign Minister. He next held the post of Minister of Marine till 1913, and it is significant that in the same year, just previous to the war, he was French Ambassador to St. Petersburg. In America he will be remembered as the mediator between that country', and 'Spain at the close of the war in 1899.]
