THE RUHR OCCUPATION.

Paris, Feb. 20. M. Poincare, announces that in consequence of sabotage 293 high oficials have been expelled from the Ruhr and 55 from the. Rhineland. These have been replaced by lower ranked officials. Seventy trains are at present running daily to the Rubr, compared with 1,200 before the occupation; but progress is being made.

A thousand and twenty-six trucks of coal have so far been removed to France and Belgium.

Paris, Feb. 20.

M. Poincare in a statement in Foreign A¤airs Committee, says that the French and the Belgians bave occupied 2,500 square kilometres in the Ruhr and 14,200 out of a total of 14,500 coke furnaces, capable of producing 80,000 tons daily.

London, Feb. 20. In the House of Commons the Opposition gave united support to the Liberal amendment to the address.

Mr. Lloyd George described the occupation of the Ruhr as a "psychological hender of the first magnitude." He dwelt on the danger of revolution in Germany and secuted the idea that the French measures were actuated by a desira to secure reparations. He said that plans which were carefully maturing at the Quai d'Orsay for years had now gone and France was improvising a new exploitation which would require four hundred thousand men instead of forty thousand. He entreated the Govemment to rescue France from disaster. approach America and then England and America would approach France.

The supporters of the amendment urged intervention by the League of Nations.

Mr.Bonar Law, replying, denied that the occupation was wickedness but it was not wisdom. He said the only point on which the Government differed from the Opposition W23: though the the Government differed from the French they did not think Interests of the world would be helped by taking up ap attitude antagonistic France.

Ha pointed os: that France had declined to listen to the suggestion of League intervention in August. She was less likely to listen now that her pride was involved, therefore, our interven tion would be bound to be regarded as hoatile by France. The Goverment desired to strengthen the League of Nations but with America, Germany and Russia outside, what could become of it if the hostility of France and probably of Belgium and Italy was incurred and they denied their written and spoken word?" The repretative of the American Government suggesting willingness to intervene in the quarrels of Europe, auggested waiting in the hope that an opportunity of intervention would be better than intervening when hirm was bound to resul

was obviously dificult to keep troops in Germany while action with which we disapproved was going on, bat in the interests of the Entente, they should remain äs lng as possible. The amendment was rejected by 305 votes to 196.

Paris, Feb. 20.

The British troops withdrew yesterday from the railway line which creases the British zone, leaving to the French and Belgians the disposal of the line from Dusseldorf to Aix-la-Chapelle:

Mt. Glass, senator for the State of Virginia, declared in the American Senate that if put in the same circumstances that France has been faced with, the Americans would have occupied the Rubr. Mr. Crepi, Senator, affirmed in the Italian Senate that the primordial problem of Europe is to assure the security of France. RUBBER RESTRICTION.~`

Landon, Fab, g New York reports that a corporation is being formed with...' capital of $50,000,000, sided by Henry Ford, to cultivate rubber- ahould be treated with resETTE,

The Government is proceeding cautiouily. It is not so much ecnvinced that rubber manufacturers want to develop new sources of supply as to bring pressure on the supporters of the-restriction scheme.

The War Department advocates rubber-growing in the Philip pines; but manufacturers are lukewarm thereanent, favouring development of Latin-American sources should comprehensive action be taken.
