INTERPORT GOLF.

Shanghai Defeats Army.

KARLIER TELEGRAMS.

[Continued from Page 2) THE HOUSING QUESTION.

London, Feb. 16.

In the House of Commons a bill has been introduced which is designed to end the so-called rent strike. It provides that the absence of notice to quit does not invalidate the landlords' right to previous increase of reat, but prevents the landlorda from recovering increases withheld by tenangs before December last year.

In a speech at Mitcham dealing with the Government's policy on tousing, Sir A. Griffith Boscawen foreshadowed continuation of the pre- sent rent restriction on all classes of houses at present covered. In the meantime, he said, the Government and iceal authorities would jointly grant a subsidy to encourage building.
