The King's speech on the opening of Parliament, referring to the Ruhr, says the Government, while feeling unable to concur or participate in the operation, is acting in such a way as not to add

It greilly regrets that, despite the conciliatoriness of the Allies and the immense concessions they are prepared to make, the Turkish delegation at Lausanne has declined the treaty when on the verge of affixing their signatures. It hopes the Turkish Government, when it has received the full report of the proceedings, may still be disposed baccept the tresty, and the opportunity sp earnestly and laboriously prepared of rebuilding peace in the East and that the stability of the future Turkish state may not be sacrificed.
It welcomes the prospective settlement of the British war deb to the United States as reflecting the determination of the British to meet theirsbligations.

MR. NEWBOLD'S RUSSIAN TOUR.
London, February 13. The Communist Member of Parliament, Mr. Newbold, bas! returned from Moscow. Interviewed, he said Lonin was quite well; and was realing in the country, writing a book.
