Secretary Hughes has informed the Senate in Foreign Relations Committee that he had instructed Mr. Boyden not to express any opinion with regard to the reparations settlement and to refrain from arging consideration of his own suggestions in the absence of instruc- tions from the State Department. Secretary Hughes emphasised that the State Department in nowise approved of Mr. Borden's recent memorandum to the Reparations Commission.

After Secretary Hughes had submitted the Boyden documents to the Committee Senator Borah sanoarced that he would move a resoln- tion, probably on Monday, requesting that President Harding call a world economic conference.
