NEW RENT ACT,

Four Million Houses Affected.

The promise by the Goram- ment of a naw Rent Act will tend to appease everybody, for an Act of recent years has given rise to so much litigation-it is said that 15,000 cases bave come into court onderit-and the judgmasts barə been so diverse and now points and difficulties have been raised so often that noone knows to day exactly where he sianda, writes A legal authority in a Home paper.

The даж Act will almost certainly clear up the decisions now disputed or regarded as 10- just. We may

expect for example, there will be a demoli. tion of the judgment that a few yards of linoleum left in a house turn it into a furnished house and exempt it from the Act: that a fandlord who undertakes to bring up a can of milk in the morning thereby converts the flat he has let into a service flat; or that the carrying up of coal by the porter has the same effect.

A case was heard the other day where a landlord claimed a flat to be a service flat, and consequently outsidethe Act, because the porter kept the common staircase clean. and he lost his case when it came out ja evidence that the tenant paid

Then, again, questions affecting apportionment of rent are daily being fought out in the courts in order to dia- cover what the present Actreally meats (Mr. Justice Salter bas just given an interesting judg meat on this point); and, in short, both landlords and teasats will alike be grateful for a Act which will at least make their respective rights more intelligible.

The question is of the utmost importance to both parties. It is Baid that four million houses, flats, and tenements are affected by it.
