The National Liberal Federation has passed a resolution urging acceleration with regard to the introd ction of responsible GovernThese ment, demanding the Indianisation of officer ranks, reduction of the British element in the Indian Army and appealing to Indians to enlist ia a territorial force.

Gaya, Dec.-39.

The Subjects Committee of the National Congress passed a risolu- tion, appealing to the country to supply fifty-thousand volunteers and a civil disobedience twenty-five lakhs preparatory to launching campaign.

The Khilafat Conference passed a resolution by a large majority in favour of a boycott of Eritish goods and appointing a committee to arrange accordingly.

At Nagpur the Moderate Congress passed à resolution trusting that the Seetary of State would give full ffect to the principle laid down by the Joint Committee of the Imperial Parliament to the effect that wherever the Raj and Legislatures are agreed there should be no inter- ference from a higher authority, and releasing the Raj from the meces- sity to consult hira previously in such circumstances

The Nationalist Congress heavily defeated a resolution proposing #boyestt of British grods. The opponents declared that the resolution proposed an impracticable policy and would prove economically 2njurious to the Indian consumer. It would also antagonise British labour.

London, Dec. 30,

A well-known Manchester merchant just from India has predicted to the Daily News that India will begin buying Lancashire cotton before March. He says that the Bombay bazaars are showing signs that they have had enough of Japanese manufactures owing to the latter's habit of delivering inferior stuff after a first order. He draws a cheerful picture of improving conditions in India, which he anti- cipates will benefit Lancashire and England generally.

THE HONOURS COMMISSION.

London, Dec, 29. The report of the Honours Commission recommends the appoir- ment of a committee of not exceeding three persons not members of the Government for the duration of office of the Government, to whorn names of persons for appointment to any dignity or honour owing to political services should be submitted before they are submitted to the King, with a statement of their services and reasons for their recom- mendation; al10 a statement by the patronage secretary or party manager that no payment or expectation of payment to any party ar political fund is directly or indirectly, associated with the recommenda- tion. In the nt of the Committee reporting against any name, and the Premier dermining to still recommend the name, the King shall be informed. The Committee's report adds that an act should be passed, penalising anyone promising to secure or endeavouring to secure an honour in respect of payment and azyone promising payment in order to receive an honour...

The Honours Commission is strongly of opinion that before sub mitting to the King the name of any person domiciled or lately domiciled in any Dominign the Premier, through the Colonial Secretary, should inform the Governor General or the Governor 'concerned when It would be understood that the Governor General would consult his Prime Minister.
