M. Poincare emphasised that the Government's responsibility would an no account exceed the portion of the Boxer Indemnity devoted to the purposes of the Bill. The gold dollar bonds deliverable to the Bank's Far Eastern creditors would not bear the Government's signa- tore, and France had contracted no Francial obligations thereon. The procedure was simply an assignment of credit, whereunder the French Government did not guarantee the debtor's solvency; but the Government insisted that ail the Bank's shares should be paid up. This was a sine que von for a Franco-Chinese agreement.

Questioned, M. Poincare said the protection of the interests of small Chinese creditors of the Bank would be entrusted to French agents and Consuls. The matter of the development of Franco- Chinese educational and charitable institutions to which the balance of France's share of the Boxer Indemnity would be devoted would be subject to agreement between the two Governments. France hoped- that jinf control would be arranged,

Lord Allenby will fix the compensation promised by the Egyp Han Government for Mrs. Robson. He declares that there no question of abolition of martial law, while such attacks continue. He insists en reinforcement of the civil police affd states that British cavalry must again patrol Cairo.

The Premier, on behalf of the Government and people, has sent a letter to Lord Allenby expressing horror at the murder and convey- ing the Government's regret to the British Government.

RUSSIA'S RESOURCES.

Reral, Dec. 28.

In his speech to the pan-Soviet Congress, M. Kamereff said that -only twenty-three of the five hundred proposals relative to concessions and the creation of mixed companies had hitherto been ratified, the most important being the proposal to create a mixed import and export company, with the participation of German capitalists headed by Otto Wolf.

M. Bogdanov, Chairman of the Supreme Economic Council, stated that an undeniable tendency was observable in all branches of indus- try towards the recovery of the output of coal equal to 33% of the pre-war output, and of of equal to 50%.

INDIA'S ASPIRATIONS.

Gaya, Dec. 29.

After eight hours' debate, the National Congress Subjects Com mittee, by 203 votes to 85. passed a resulation rejecting Mr. Das's proposal to enter the Legislative Councils. An amègdment to colle test elections, but not take the oath of allegiance w rejected bot 187 to 105. The Congress will pally decide on the Toregning resolu- tion to-morrow.

THE PARIS CONFERENCE.

Signor Mussolini has decided to curry into effect his previously hinted threat not to go to the Paris Conference. He has now införm ed the Cabinet that the internal situation renders his presence Italy necessary, and there has not been sufficient diplomatic pre- paration to justify hope of rapid agreement being reached at Paris.

CHRISTMAS MAIL.

London, Dec. 29.

Post Office statistics show that 19,320 Christmas parcels were sent to India and Ceylon, compared with 19.000 last year. The com parative figures are-China and the Straits 13.534 (7,982 last year); Japan 1.188 (1,084 last year).

FRANCE'S OBLIGATIONS,

Paris, Dec. 29.

In a speech in the Chamber, the Finance Minister said the repay- mments effected abroad included £13,759,000 to Britain; £13,760,000 to Japan and $13,400,000 to the United States.
