The first official disclosure that President Harding is negotiating, with a view to holding an International Economic Conference, was made during the Naval Debate in the Senate. Senator Lodge, who is Presi- dent Harding's spokesman, appealed to the Senators not to embarras the negotiations or efforts that President Harding was at present making. It is understood that President Harding is sounding several of the Powers regarding the desirability of an Economic Conference, but at present it is not known where it will be held or the extent of America's participation.

Poincare, accompanied by other Ministers, presided at a ceremony at the Pasteur, Institute, at which. speeches were mide xtolling the scientist. M.
