U. S. LIQUOR LAWS,

Washington, Dar. 20. Counsel for the foreign steamship lines has filed a brief in the Supreme Court, attacking the decision of Judge Hand as regards the liquor on foreign vessels.

Counsel argues that while prohibition' legislation applied.to the United States and territories subject to the United States, it was not extendable to the regulation of the internal affairs in foreign ships entering American waters.

On Oct:ber 23 last. Judge Hand, of the United States Federal Court, dismissed the motion of the foreign shipping companies for a permanent injunction against the Federal order under the Daugherty ruling; bat extended the stay of execution temporarily, provided the steamship companies filed an immediate appeal to the Supreme Court. The suits of the American Steamship Companies were similarly dealt with.

THE STRAITS PROBLEM.

Paris, Dec. 20,

The Turkish delegates have informed the Havas Agency repre- sentative at Lausanne that the Angora Government has instructed the delegation to break off negotiations if. before 4 p.m. to-morrow, satisfaction is not given on the chief proposals regarding the Straits.

The delegation added that the question of the Straits is one of the points on which the Turkish view must prevail. The sther was not mentioned.

The Greek and Bulgarian delegates strongly supported the allied proposals.

The Turks have to-day declared that they can make no more concessions and that if the Allies maintain their attitude no ‘agree- ment is possible. However, the Turks still hope that the Allies wil make concessions at the last moment.

THE SCRAPPING OF WAR VESSELS.

Washington, Dec. 20.

Mr. Denby, U. S. Secretary of the Navy, has transmitted to Congress al report, showing that neither the United States nor Japan plans the complete scrapping of their existing capital ships. At least not until the promulgation of the Armaments Treaty. although both have ceased work on capital ships building.

On the other hand. Great Britain has shown that she has disposed of, me is disposing of a very considerable number of her capital ships.

BANKS AND DEPOSITORS.

New York, Dec. 20.

The Supreme Court has upheld the contention of the National Cag Bank that is not responsible for the funds of its depasitors in the Petrograd branch. The Bank claims that as the Sovies seized the Bank's assets, therefore the liability rests with the Soviet. This decision. If upheld, will have an important bearing in similar claims against New York Banks for sums aggregating $100,000,000,

London, Dec. 20.

His Highness the Maharaja of Cooch Behar died in a Leadoo nursing home this morning.

(Sir Jitendra Maharaja Bhup Bahadur of Cooch Behar was born on December 20, 1886 and educated at Eton, Hè succeeded | his brother in 1913. The area of his States 1,807 square miles.)
