THE CONFERENCE OF PREMIERS.

London, Dec. 11.

While the Conference of Premiers is still in being, matters have undoubtedly reached a "crisis.

It is stated that M. Poincare has definitely rejected the Ger- man plan and also the counter-proposal of Mr. Bonar Law, who offered to accept German Bonds in exchange for the French dabu. Hence . Poincare adheres to his demand for the immediate occupation of Essen and Bochum, in the Ruhr district.

A meeting of the British Cabinet was summoned this morning. The Premiers' Conference apparently will not reassemble until the Cabinet has reached a decision en M. Poincare's demand.

The Italian and Belgian Premiers were endeavouring last night to find a way out of the crisis The belief is entertained that there will be na rupture.

M. Poincare. when interviewed after the adjournment of the Conference last evening. severely criticised the German Noto. He said he considered the proposals altogether unacceptable. It is understood that this view is shared by all the Allies. It is expected that a reply ja this effect is being drafted to-day.

SIR RONALD MACLEAY ON CHINA.

At the farewell banquet, given on December 1 to Sir Ronald and Lady Macleay of the Chinese Sloties in London, Sir Ronald, in responding to the toast proposed by Mr. Chu Cha-hsin. Chinese Charge d'affaires at the Chinese Legation. said: "Ey the gradual introduction of modern enstitutional and juridical methods and a somewhat less suspicious attitude towards interna- onal relations and foreign co-operation in the development of her great natural resources, China would make god her claim to take her place as a respected and induential member of the great family of civilsed nations."
