The newspapers are gratified over the presentation of the Allied Note to the German Government, considering it the inauguration of the system advocated by the French Government to test Germany's fgood faith. Le Journal says that if Germany submits, this will prove that coercion is useful. The Petit Parisien rejoices that Bavaria, as. the centre of extreme nationalism, is experiencing a new method and declares that Germany, if wise, will recognise that the times are changing and the Allics' patience is exhausted. ....
Berlin, Dec. 2 A communique issued in Munich states that the Bavarian authorities investigated the incidents at Passau and Ingolstadt irumediately after their occurrence, with the result that the police were not found blameworthy. The towns have apologised to the Inter-Allied Commission, but it is impossible to take the further penal measures demanded.
The communique concludes: "In the behavious of the popula tion is a growing indignation at the continued humiliating contrdi, which is comprehensible to every patriotic German; but the need of the hour is wise self-control and restraint of natural feelings.
