London, Oct. 27. Sama particulars of Sir Alfred Mond's Empire development scheme which, sccording to Mr. Lloyd George, would have been submitted to Parliament had he continued in office, have now been published. Sir Alfred Mond opines that the best chance of build. ing up trade lies within the Empire. The essence of his scheme was the promotion of a loan of Bity to one hundred million återling guaranteed by the Imperial governments, the proceeds of which would be utilised to enable the Colonies, especially the African. possessions, including these sequired from Germany, develop their resources more completely tran at present by the construction of roads, railways and harbours. By this method work would be found for a portion of the millson unemployed in Britain whose support was costing nearly a hundred million sterling annually.
