Washington, Oct. 25.

The first step towards the forastien of a League of Nations for the American Continent has been taken by the United States inviting five Central American Republies to a Washington on December 4th, with the

conference at objects of negotiating treaties to make effective such provisions of the Treaty of Peace. signed at Washington in 1907 as experience has shown to be useful in maintaining good relations and co-operation, concerting measures whereby the Central American Republics may carry on the endea vour of the Powers participating at the Washington Conference in of to limit the armaments 1921. adopting effective measures Central America and working but a plan for establishing tribunals to inquire into disputes with regard to the proposed treaties which cannot be settled diplomatically.

RHODESIA AND THE UNION.

On the occasion of the referendum on October 27th. General Smuts has sent a message to the Rhodesian electors warmly advising them to enter the Union, which will prove the same anmeasured blessing to Rhodesia as the four original provinces, predicting that the Union is going to be for Africa, what the United States has become for America, and stating that the Imperial Government is anxious that Rhodesia should enter the Union, thereby rendering real. Imperial service.
