It is state that the Cunard Company will bring a test case under Attorney-General Daugherty's ruling that foreign ships mayi not bring iquor within the three-mile limit.

The company's counsel has gone to Washington to confer with the Attorney-General preparatory to petitioning the Supreme Court for an injunction restraining the Government from enforcing the liquor ban.

It is officially announced that a treaty of Albance between Britain and the Iraq was signed at Bagdad on Tuesday by the British High Commissionar, Sir Percy (os, and the Prime Minister of Iraq as plenipotentiaries.

Si: Percy Cox announcer that as soon as the frontiers of Iraq had been settled and a stable government establi-hed. Britain, provided that the provisions of the treaty were carried out, would use her good offices to secure the admission of frag to the League of Nations, as provided by the treaty. The British Goverhment opined that this was the sole means of legally terminating the mandatory relation.
