"One of the subjects discussed at a Committee meeting of the Chin- ese General Chamber of Commerce! yesterday afternoon related to the present epidemic of crime is Hongkong.

The Chairman (Mr. Li Pokwai), in referring to a letter Imm 3 Chinese resident, said that the author ascribed the increase in crime to the limit imposed by the Police Department on the issue of hawkers' licences, and asked the Chamber to approach the Govern ment with a view to issuing more licences so that the por could earn a living without joining the ranks of outlaws.
