It is reported from Chanak that the Turks have retired on Balramich, eutside the neutral zone. It is believed the entry was ordered before the Allied fer from Pans was known.

Constantinople, Sept. 25.

The highest French authorities are convinced that the Smyrna fire cannot be attributed to the Turks. It is declared that inves- Lygations show no ground for retugtes' statements that the Turks sprinkled the streets and houses with petrol. On the contrary. preceding the fire the Armenians are alleged to have thrown bombs from houses and otherwise acted hostilely, which, it is sinisterly stated, caused repressive measures, whereof the Armenians were the principal victims.

Notwithstanding the feeling of relief that the crisis in the Near East has become much less, acute, owing to the. Allied agree- ment at Paris, it is clear that the public mind is rather exercised over the way in which British prestige was compromised by the Government's recent policy. Agreement with the Government's de cision to fall in line with Frane-Italian ideas in newise implies expression of a tone of friendliness.

The Westminster Gazette is particularly outspoken. It refers to a severe diplomatic setback, after talking very big. It suggests that the Allied offer might not have bean overgenerous if the Government had been quitter and more decorous.

Even papers most armpathetic to the Government find it icult to stomach some of the new decisions, but content thern- selves in the belief that the safest policy has been adopted. They stress that an essential consideration has been the preservation of Allied harmony.

The principal objection is directed against the virtual under- taking to restore East Thrace to Turkey. A proposal which is greted very warmly is entrusting the League with the maintenance of the freedom of the Straits. Gratification is expressed at the Investment in the League of increased authority. It is urged, how- ever, that the League should raise its own tropps instead, of depend-
