In a lengthy reply to the Balfour Note of August 1st, M. Poincare says that the French Government highly appreciates, tho' ¤xoble and courteens terms thereof. He agrees that the Reparatians problem cannot be Anslly solved unless it is linked with the problem of Inter-Allied debts, and he considers that this question should be examined as soon as possible from all aspects at a conference of all the Allied States guncern.d.
M. Peineare proceeds to contend that the Inter-Allied War Debis and Reparation debts cannot be assimilated.
The former were contracted for the great, cemmon ain, which, from à maral viewpoint, would justify cancellation, whereas the German Reparation debt was the result of wilful destruction and was destined for the payment of pensions due and losses inflicted by Germany Reparation for damare wrought must have priority over all other settlements.
M. Poincare preceeds to say that there can be no question af France contemplating any settlement of her War debi sɔ long as her outlay for the reconstruction of the devastated regions is not covered by Germany, directly or by a transaction enabling the speediest mobilisation of an adequate portion of Germany's debt: but once Germany has fulälled this obligation, the French Government would not be opposed to the consideration of a general settlement of Inter- national debts.
Continuing, he says France is obliged to distinguish between debts due to the United States and Britain, part of the former being contræted after the Armistice for the purchase of American stocks which were te-sold for the benefit of the French Treasury.
